Emily Rusca is the Policy and Programs Manager for Education Systems Center (EdSystems) at Northern Illinois University. She initially joined EdSystems as an Education Pioneers fellow in 2015, and conducted research on business-facing youth workforce intermediaries as part of the U.S. Chamber of Commerce Foundation’s Youth Employment initiative. Since then, her portfolio has spanned career pathways systems and programs, workforce development, and data work, including projects such as the, the Progressive Pathways Landscape Scan, the Illinois 60 by 25 Network, and the Great Lakes College and Career Pathways Initiative. She also staffs two Illinois P-20 Council committees (Data, Accountability, and Assessment, College & Career Readiness), as well as the Standing Youth Committee of the Illinois Workforce Innovation Board. Emily holds a Master of Public Policy from the Gerald R. Ford School of Public Policy at the University of Michigan, and also has a background in international development, city planning, and gender equity work.
