For over a decade, Sarah has advised state leaders on education, workforce, and wellness policy. During that time, she has assisted with development of state policies that transform teacher and leader preparation, evaluation, and training; led development of a national birth-through-workforce data dashboard; and facilitated coalitions to advance bipartisan policy solutions.
As a Senior Vice President at Whiteboard Advisors, she is responsible for collaborating with clients to build tools that address critical challenges in education and wellness, as well as providing sector expertise on public policy developments and trends. She leads development of innovative strategies for expanding access to services and tools that help make education more effective and efficient and assists companies and organizations building education tools to reach the markets where they are needed most. Recently, she authored Taking Back Kindergarten, a white paper on trends in U.S. policy and practice related to rigor in Kindergarten. Silverman also leads Whiteboard Advisors’ talent and culture strategy and consults on issues related to organizational talent strategy.
Prior to joining Whiteboard Advisors, Sarah led the National Governors Association Education Division’s work on early care and K-12 education systems. Previously, she advised states and districts on performance management and teacher evaluation policy reform at The New Teacher Project (TNTP). Prior to her tenure at TNTP, she served as the Director of Evaluation & Assessment and Chief Information Officer for See Forever Foundation, a charter management organization, where she oversaw adoption and implementation of assessment and technology tools. She has also contributed to development of the Ohio Improvement Process for school turnaround, a pioneering initiative that unified disparate state services to maximize the influence of state investments.
Sarah currently serves as the Chair of the Board of Directors for A Plus Schools in Pittsburgh, PA and as a member of the Board of Directors of the Riverside Center for Innovation, a small business incubator in Pittsburgh. She also advises several non-profit economic and education development organizations as a pro bono advisor. She holds a master’s degree in educational psychology and a doctorate in educational policy and leadership from The Ohio State University. Her research and writing have focused on the impact of state and national policy on social justice activism, teacher beliefs, talent management, early care and education, and ethics of education.
